How windy and rainy would it be at Kapalua (Maui) during May?

I do not recommend staying in Kapalua. It gets more wind and rain than the other major resort areas of Kaanapali and Wailea.
In answer to your question, it is not “breezy all the time” but it is windy much more often than the the parts of Maui that have the other big resort hotels. There is no way to predict weeks or months in advance, what times of the day it will be windy, or how many days during your particular visit will be windy, or how many miles per hour the wind will be during your particular dates of visiting. But it would not be unusual to have winds of 20 miles per hour or more at some times in Kapalua.

But that weather is for the Lahaina area, so you can figure on significantly more rain in Kapalua than the amounts in that chart.
